I am 5ft 4inches and measures 34-28-39 (b-w-h). is that fat?. i am 28 years.?

No. If anyone calls you fat, they either need their head or their eyes examined.
Your measurements don't sound fat :-) Everyone carries weight differently... so your measurements on someone else may look completely different. I am also 28, 5'4" and my measurements are pretty close (36, 28, 38) but I've got about 10 lbs of post baby weight to lose. My sister weighs more but looks slimmer... it's all about body composition!
Eat only when hungry and not more than thrice a day. Nothing other than water in between. Include plenty of uncooked vegetables and fruits in each meal, preferably 50%. Chew each morsel at least 32 times to activate ur body to generate signals of hunger/fullness. Obey these signals.Take light exercises and brisk walks regularly preferably twice a day.U will achieve what u have not even dreamt and that too in a reasonable time. Do not be in a hurry.
No!But what really matters is how much body fat you are carrying. If you have a healthy level of body fat, you are fine.
